It seems that people all over the United States are receiving some very weird and concerning packages in the mail from China. These packages contain sealed seeds that were never ordered in the first place. The unsolicited packages are marked as jewellery when it is clearly not the case.
This issue was ever brought to the Washington State Department of Agriculture attention and they are urging people to be very careful and do not plant these seeds in the ground. They said on Facebook:
"Unsolicited seeds could be invasive, introduce diseases to local plants, or be harmful to livestock"
All the packages received are coming from China and were never ordered by the recipients.
The Washington State Department of Agriculture is advising the population to follow these instructions:
1) DO NOT plant them and if they are in sealed packaging (as in the photo below) don't open the sealed package.
2) This is known as agricultural smuggling. Report it to USDA and maintain the seeds and packaging until USDA instructs you what to do with the packages and seeds. They may be needed as evidence. https://www.aphis.usda.gov/aphis/ourfocus/planthealth/import-information/sa_sitc/ct_antismuggling
